Swanson: Baltimore City Schools spends $5,336 per student, while Maryland spends $38,383 per prisoner, and every man, woman, and child in Maryland and in the rest of the United States on average each, EACH spends $4,063 per year on the U.S. military — except those who refuse to pay.
